Four British energy suppliers face investigation into claims of misselling

Sunday, September 5, 2010

The Office of Gas and Electricity Markets (Ofgem), the regulator of the electricity and gas markets in Great Britain, has launched an investigation into four of the largest British energy suppliers over suspicions that they not be complying with face-to-face and telephone sales regulations. The four organisations facing scrutiny could be fined up to 10% of their annual turnover if it is found that they are breaking sales regulations. Scottish Power, npower, Scottish and Southern Energy and EDF Energy are all to face questioning by the organisation.

Ofgem has urged customers of the four companies to alert the energy regulator, “if they are concerned about the sales approach any domestic suppliers have taken when selling energy contracts, either face-to-face or by telephone,” according to a statement. “As part of the investigation process Ofgem will examine any evidence of non-compliance and consider whether there are grounds for exercising enforcement powers.”

New regulations on sales tactics by energy suppliers were recently introduced, and, Ofgem has said, energy suppliers must be “proactive in preventing misselling to customers both face to face and over the phone. Also, if suppliers are selling contracts face to face they must provide customers with an estimate before any sales are concluded. In most circumstances customers should also receive a comparison of the supplier’s offer with their current deal.” Only one in five consumers consider energy suppliers to be trustworthy, and 61% of people feel intimidated by doorstep sales people from energy companies. According to the organisation Consumer Focus, “complaints have declined since new rules came into effect this year, but suppliers still seem to be flouting the rules. Some customers are still being given misleading quotes and information, which leave them worse off when they switch provider.”

The newspaper The Guardian has reported that “householders are reporting that sales agents working for the energy suppliers are giving them misleading information and quotes which leave them worse off when they switch supplier.” Consumer Focus has said that if energy companies continue to break the rules, they could be banned from doorstep-selling completely. The report goes on to say that “new figures from helpline Consumer Direct show that while the number of complaints has fallen since last year, about 200 cases of mis-selling are being reported each month.” However, Scottish Power said it insists on “the highest standards possible for all of our sales agents”, and npower told the Financial Times that it was “confident that the processes we have in place mean that we comply with our regulatory obligations”. EDF added that it was “fully compliant with all obligations regarding sales of energy contracts”.

According to the regulator, the obligations are serious and must be followed by energy supplies, or they will face “tougher sanctions than those available under more general consumer protection law.” Ofgem has published a guide advising consumers what they should do should an energy salesperson contact them in person of by telephone. Improper sales tactics are still common in the industry—in 2008 an Ofgem investigation found that 48% of gas customers and 42% of electricity customers were worse off after switching supplier on the doorstep. Npower was fined £1.8 million in 2008 by the organisation, and Ofgem insists that they are “committed to taking action” over improper sales activities by energy companies. “Suppliers have existing obligations to detect and prevent misselling and new licence conditions were brought in following our probe to further increase protection for customers,” said Andrew Wright, a Senior Partner of the regulator. “We expect all suppliers to comply with these tougher obligations but if our investigations find otherwise we will take strong action.”

Head of energy at Consumer Focus, Audrey Gallacher, called the investigation “a welcome step … to address years of customers getting a bad deal on energy prices on their doorstep. While many doorstep sales people will do a good job, the pay and rewards system continues to encourage mis-selling, despite years of regulation and voluntary initiatives. If better advice for customers and enforcement of the tougher rules doesn’t end the flagrant abuse of this form of selling the big question will be whether it should be completely banned.” Christine McGourty, director of Energy UK, which represents the leading gas and electricity companies, said that “the companies involved will collaborate with the Ofgem investigation and are awaiting further details from the regulator. Any sales agent in breach of the code will be struck off the approved energy sales register.” Which? chief executive, Peter Vicary-Smith, has said he considers the situation “shocking”, saying that the investigation “will do nothing to improve consumer trust in energy suppliers. We’re pleased that Ofgem has promised tough measures against any firms guilty of mis-selling. We hope it uses this opportunity to tighten rules around telesales so they are in line with those for face to face sales.”

SNP Westminster Energy spokesperson Mike Weir MP, however, said that the investigation “does nothing to tackle the real problem of fuel prices which leave many Scots facing great difficulty in heating their homes … Rather than tinkering around the edges Ofgem should be looking at how to reduce prices for vulnerable households.” Gareth Kloet, Head of Utilities at Confused.com, one of the UK’s biggest and most popular price comparison services, also welcomed the inquiry. “It is unacceptable for energy companies to mislead customers like this,” he said, adding that Confused.com has previously “urged energy providers to either stop the practice of doorstep selling or make it very clear to households that better deals are available online. There is no reason why door-to-door salesmen can’t show people online deals and even help households switch to them.”

“Our research reveals customers could end up paying £167 more than they need to as door-to-door salesmen are unable to offer the discounts that are applied online. The changes that have been made to date are a welcome addition to safeguard customers; however this review has been much needed for a long time. Hopefully it will mark the end of customers being overcharged and missold,” Kloet continued. “Our message to energy consumers remains the same: they should shop around online to make sure they’re getting the best deal possible and turn these salesmen away.”

How To Make Your Own Urban Survival Kit If You Work In The City

By Charles O’Neill

If you work in the city an urban survival kit is a must-have. What is it? It’s a small, unobtrusive kit that you can grab in case of emergency like a terrorist attack, pandemic outbreak, earthquake, building evacuation etc.

After 9/11 many people realize that being prepared is essential. It may make the difference between life and death in a disaster situation.

The problem is that you don’t want to look like a nutjob lugging a huge emergency backpack with 2 weeks of emergency food supplies to work with you everyday. Plus you probably take public transportation and work in an office so you don’t want anything that is too heavy or stands out.

So here’s what to do. Start with a small black camera/SLR/digital video bag, fanny pack or EMT pouch. If it has a few useable pockets all the better.

I prefer black, but if that color stands out in relation to it’s relative background (i.e. against your purse, laptop bag, carrier bag, etc) try and find one that is closer to that color instead.

This bag can be attached to your laptop bag, briefcase, or even your belt depending on what you are doing and wearing (I used a couple of karabiners to attach mine to a laptop bag). You want to make sure it’s big enough for what you’re going to put into it.

Here are a few things to put into your urban survival kit:

– Several small Ziploc type bags

– Disposable rain poncho (in a 4″ x 5″ package)

– Mylar emergency blanket (small)

– Waterproof matches

– Small flashlight (one spare set of batteries too)

– Water purification tablets

– Collapsible water bottle (water bag)

– A couple of pens for writing

– Small note pad

– $30 to $50 in small bills including quarters

– Emergency ID card

– A couple of Energy bars (not chocolate bars)

– Copy of house key

– Portable wall charger for your cell phone

– Simple First Aid Kit

You might also need to add some additional things that are specific to you, such as medication, or feminine hygiene products.

The advantage to using a small discreet bag in an urban survival kit is that in an emergency most people won’t notice you grabbing a small bag quickly and heading out. Plus people on the street are less likely to notice it too.

The $30 to $50 in small bills is useful if ATMs are down and public transportation is out of the question. You can quickly grab a cab to get home. If you know it takes $40 to get home, you’re covered and way ahead of most people who won’t have cash on hand.

Also, if things get a little nuts, you can still use the cash to help get things or even ‘negotiate’ with someone.

Make sure to list the following on your emergency ID card:

– Your full name and cell phone number

– Any allergies or medical conditions you have

– Any medication and doses you take

– Your primary health care professional (Name, phone & office address)

– Your emergency contact people (Name & phone numbers)

Don’t use your home phone number, use a cell number.

Why not use your home phone number? If you put a copy of your house key in the urban survival kit, and you lose the kit, someone just needs to do a reverse look up on 411.com and get your current address. You might as well send out invitations to potential burglars.

Use the ziploc bags to hold your small bills, your emergency ID card, spare batteries, and house key. If you didn’t purchase a prepackaged First Aid kit, use another ziploc bag for that.

Remember to take as much of the air out of the ziploc bags as possible to reduce space. Place everything into your carrier. And away you go!

Also remember to check the expiry date of the your energy bars, I’d also recommend staying away from chocolate coated types, as they tend to melt in heat. Try and find a quality meal replacement bar that doesn’t have a lot of sugar so you can avoid the sugar spike and crash.

So those are a few tips on how to build your own small urban survival kit to have on hand. In case of emergency this kit can help you make it home to your loved ones quickly and safely.

Iran to conduct missile defense exercise

Saturday, September 26, 2009

The Iranian government has announced that the nation will be participating in a missile defense test which could take place as early as tomorrow.

According to the IRNA, Iran’s official news agency, the test is an annual exercise aimed to “maintain and develop” defense capabilities of the Iranian Revolutionary Guard.

The exercise is named ‘Great Prophet 4’ and will involve shooting a variety of live missiles at targets. Reports say the drill will be conducted in several unknown locations and will last for several days. The exercise also falls on the Jewish holiday of Yom Kippur.

The announcement comes just hours after the Iranian government stated that the nation was building a second nuclear power facility. The announcement was made in a September 21 letter from the Iranian government to the United Nations Security Council that a second nuclear plant was being constructed in the city of Qom.

Mysterious power failure takes down Wikipedia, Wikinews

This article mentions the Wikimedia Foundation, one of its projects, or people related to it. Wikinews is a project of the Wikimedia Foundation.

Wednesday, February 23, 2005

On Monday, at 10.14 pm UTC, the Wikimedia server cluster experienced a total power failure, taking down Wikipedia, Wikinews, and all other Wikimedia websites.

The servers are housed in a colocation facility (colo) in Tampa, Florida, USA. They occupy two racks, with each rack receiving electricity from two independent supplies. However, both supplies have circuit-breakers in them, and both opened at the same time, leading to a total power failure. All computers immediately went down. It’s normal for fire safety regulations to prohibit uninterruptible power supplies in colos, with the colo providing its own UPS and generator instead. The circuit breakers were on the computer side of this emergency power system, so none of the computers continued to receive power to survive the breaker trip or shut down safely.

The actual reason why the circuit breakers tripped is currently unknown.

When power was restored, it was discovered that most of the MySQL databases that store the data which makes up Wikipedia et al had been corrupted. The main database and the four slaves had all damaged the data on their hard disk drives beyond the ability of the auto-correction to repair. Only one copy survived safely, on a machine that is used for report generation and maintenance tasks, which remained 31 hours backlogged while catching up after an unusually heavy update load during the previous week.

Volunteer Wikimedia engineers worked through the night rebuilding the databases from the sole good copy onto the other servers. The Wikipedia database is over 180Gb in size, making the copying process last 1.5 – 2 hours for every server it was performed upon.

Regular back-ups of the database of Wikipedia projects are maintained – the encyclopedia in its entirety was not at risk. The last database download was made on February 9; all edits since then could only have been laboriously rebuilt from logs and recovered from the damaged database requiring much more time and effort.

Limited read-only service was established late Tuesday afternoon, with editing becoming possible 24 hours after the power failure. Final repairs continue now, as well as upgrades to prevent similar issues in the future. Server-intensive features, such as categories and ‘watchlists’ that display recent changes to selected articles to registered users, remain disabled to ease the load on the recovering systems.

The process which led to the damage originated with the operating system, disk controllers, or hard drives failing to flush the data correctly.

If the power to a database server is cut mid-write, the database may be corrupted and unreadable, however the operating system, hardware, and software are designed to make this very unlikely. In a previous incident in 2004 power was also lost to a server but the database was undamaged.

To avoid such damage, each database server saves a copy of an edit to be applied to the database on a separate storage system before making the actual update to the database itself. This so-called ‘write-ahead logging’ should ensure that in the event of a system crash, the database can be rebuilt from a ‘last-good’ state by replaying the edits saved in the log.

Earlier this year popular blogging site LiveJournal suffered a similar power failure when another customer at their colocation facility pressed an Emergency Power Off button, intended for use only by firefighters. The company suffered database corruption similar to that seen at Wikimedia.

LiveJournal are now fitting UPS to their servers to ensure that they have time to shut down safely in the event of a power failure. Wikimedia was said to be investigating the possibility of fitting similar equipment at the time of this failure.

Several pundits have suggested that the use of another database, such as the proprietary database Oracle or the free PostgreSQL, would have avoided the database corruption seen at the server cluster. A post-mortem of the incident show the failure was in the operating system, or the hardware, or some combination of the two. LiveJournal, which also uses MySQL, reported similar database corruption after their power cut.

The Wikimedia foundation only allows the use of free software on its systems, and future versions of the Mediawiki software will support the PostgreSQL database.

Users are reminded that during times of system failure or excessive demand, they can still search Wikipedia using Google. The articles may be viewed using Google’s cache.

The Advantages Of Dental Chew Bones For Dogs

The Advantages of Dental Chew Bones for Dogs

by

Dogs are basically willing to bite things, and it is a way for them to explore the world. Therefore, you need to keep valuable things out of dogs’ sight.

In general, a puppy begins to have teeth 20 days after it is born, and the permanent teeth grow out when it is four months old. During this period, puppies are more willing to bite things. You can take some measures to reduce the bad feeling caused by the growth of teeth. You can get a clean towel and tie a knot, then give it to puppies for biting. Besides, you can buy a rope especially designed for dogs.

However, some of them can be easily bitten to out of pieces, so it will waste you a lot of time in taking care of dogs. After puppies play toys for a long time, they will feel that it is boring as well. As a result, they throw them aside and go back to biting things.

Fortunately, some specialized toys have been developed out for dogs to bite, such as dental chew bone. It can not only keep dogs away from biting things, but also its other additional features can give dogs a healthy body. The dental chew bone generally has the function of cleaning teeth, so you will no longer be bothered by the terrible smell in the dog’s mouth. Besides, specific components have been added into some dental chew bones, which have a significant effect in improving the appetite of dogs. Therefore, if dogs are not willing to have food next time, give it a

dental chew bone

with such function. It is interesting that some dental chew bones can be used as medicines as well, of which some components have medicinal effect. As a result, if some slight diseases happen to dogs, go to pet hosptial and get specific dental chew bones instead of medicines.

The dental chew bones on the

Latham quits as Australian Labor leader

Tuesday, January 18, 2005

AUSTRALIA —Following hospitalisation for pancreatitis and ongoing speculation about his leadership, Mark Latham has resigned from his roles as leader of the Australian Labor Party (ALP) and also the Federal Member for Werriwa. He cited as reasons the media harassment, and a desire to put his family and health first.

Mr Latham became leader of the ALP just over a year ago, on 2 December, 2003, leading the party during the October 2004 federal election. He was hospitalised in the run-up to that election, also for treatment of pancreatitis. Following the defeat of his party, his leadership increasingly came under question.

He fell ill a second time almost simultaneously with last year’s Indian Ocean tsunami disaster. His failure to issue a statement on the tsunami drew criticism from the media and calls for his resignation from within his own party, even after it was revealed that he had been incapacitated at the time.

Mr Latham’s resignation sidesteps the possibility of a leadership challenge by other members of the party and leaves no clear successor.

Storage Auctions Can You Get Prosperous Acquiring Storage Units?

Submitted by: Evanhn Collins

Storage amenities are not tough to locate, in point, you may perhaps pass two or three every last day just going to get the job done. Cease by or simply call and inquire about their subsequent auction. If there are substantial storage businesses in your location these as Public Storage or Atlantic Self Storage, stop by their site and research for auction areas.

two. Show up at the auctions. You could just want to be a spectator at a very few auctions initial just to get a sense of factors and master the unique guidelines and bidding methods.

three. Take part. Leap in, throw some income around, and see what happens. Just kidding, you are going to want to technique this as any small business man or woman would. Set a paying restrict and do not exceed it. Do your very best to appraise the goods in the storage unit and estimate their value. Then use a basic calculation to establish your greatest bid. A superior rule of thumb is one/ten to 1/five. So for example, you figure out the contents of the unit will fetch $500 in the sector, one/5th of $500 is $100, one/10th is $fifty. So your preliminary bid is $50 and your max bid is $a hundred.

four. Consider possession of the goods. Of course, you’ll have up to 48 hrs to clear out the storage unit and haul all of the stuff away. The most important objective of the auction to the storage facility is to empty the unit, recoup some of their losses and move on.

five. Now it’s time to income-in the things you purchased. There are lots of tactics to do this. You can use on the web auction sites like eBay or on-line classified ad websites like Craig’s listing. There are also consignment suppliers or pawn retailers. And you can market at a flea marketplace, yard sale or garage sale.

So, to sum it up, self storage auctions are a viable capital producing opportunity. The method is fairly easy but no guarantee of uncomplicated income is evident. Can you find a mint condition ’67 corvette buried under boxes in a storage unit you purchase for a $100? Guaranteed, it really is doable, but it is improved to start off out with a extra reasonable expectation and stick to a plan.

Let us encounter it, the storage auction game has improved & it could be long lasting. By no means prior to have I looked at the influx of new customers attending storage auctions like now. The prices of storage models up for sale have certainly doubled if not tripled in expense in a matter of months. This hysteria was caused by the attractiveness of the new tv shows Storage Wars & Auction Hunters.

Despite the fact that entertaining, these demonstrates depict the “average Joe” coming across awesome treasures in almost just about every episode. Presented, you can come across some wonderful & valuable merchandise in storage lockers, it just doesn’t occur rather as often as you would like. Most storage lockers have family goods, home furniture, outfits or occasionally the remnants of a failed enterprise. Every single now and then, most of the time by accident, you arrive across a storage unit that makes up for the “dumpster unit” you purchased the week just before.

Cleveland, Ohio clinic performs US’s first face transplant

Thursday, December 18, 2008

A team of eight transplant surgeons in Cleveland Clinic in Ohio, USA, led by reconstructive surgeon Dr. Maria Siemionow, age 58, have successfully performed the first almost total face transplant in the US, and the fourth globally, on a woman so horribly disfigured due to trauma, that cost her an eye. Two weeks ago Dr. Siemionow, in a 23-hour marathon surgery, replaced 80 percent of her face, by transplanting or grafting bone, nerve, blood vessels, muscles and skin harvested from a female donor’s cadaver.

The Clinic surgeons, in Wednesday’s news conference, described the details of the transplant but upon request, the team did not publish her name, age and cause of injury nor the donor’s identity. The patient’s family desired the reason for her transplant to remain confidential. The Los Angeles Times reported that the patient “had no upper jaw, nose, cheeks or lower eyelids and was unable to eat, talk, smile, smell or breathe on her own.” The clinic’s dermatology and plastic surgery chair, Francis Papay, described the nine hours phase of the procedure: “We transferred the skin, all the facial muscles in the upper face and mid-face, the upper lip, all of the nose, most of the sinuses around the nose, the upper jaw including the teeth, the facial nerve.” Thereafter, another team spent three hours sewing the woman’s blood vessels to that of the donor’s face to restore blood circulation, making the graft a success.

The New York Times reported that “three partial face transplants have been performed since 2005, two in France and one in China, all using facial tissue from a dead donor with permission from their families.” “Only the forehead, upper eyelids, lower lip, lower teeth and jaw are hers, the rest of her face comes from a cadaver; she could not eat on her own or breathe without a hole in her windpipe. About 77 square inches of tissue were transplanted from the donor,” it further described the details of the medical marvel. The patient, however, must take lifetime immunosuppressive drugs, also called antirejection drugs, which do not guarantee success. The transplant team said that in case of failure, it would replace the part with a skin graft taken from her own body.

Dr. Bohdan Pomahac, a Brigham and Women’s Hospital surgeon praised the recent medical development. “There are patients who can benefit tremendously from this. It’s great that it happened,” he said.

Leading bioethicist Arthur Caplan of the University of Pennsylvania withheld judgment on the Cleveland transplant amid grave concerns on the post-operation results. “The biggest ethical problem is dealing with failure — if your face rejects. It would be a living hell. If your face is falling off and you can’t eat and you can’t breathe and you’re suffering in a terrible manner that can’t be reversed, you need to put on the table assistance in dying. There are patients who can benefit tremendously from this. It’s great that it happened,” he said.

Dr Alex Clarke, of the Royal Free Hospital had praised the Clinic for its contribution to medicine. “It is a real step forward for people who have severe disfigurement and this operation has been done by a team who have really prepared and worked towards this for a number of years. These transplants have proven that the technical difficulties can be overcome and psychologically the patients are doing well. They have all have reacted positively and have begun to do things they were not able to before. All the things people thought were barriers to this kind of operations have been overcome,” she said.

The first partial face transplant surgery on a living human was performed on Isabelle Dinoire on November 27 2005, when she was 38, by Professor Bernard Devauchelle, assisted by Professor Jean-Michel Dubernard in Amiens, France. Her Labrador dog mauled her in May 2005. A triangle of face tissue including the nose and mouth was taken from a brain-dead female donor and grafted onto the patient. Scientists elsewhere have performed scalp and ear transplants. However, the claim is the first for a mouth and nose transplant. Experts say the mouth and nose are the most difficult parts of the face to transplant.

In 2004, the same Cleveland Clinic, became the first institution to approve this surgery and test it on cadavers. In October 2006, surgeon Peter Butler at London‘s Royal Free Hospital in the UK was given permission by the NHS ethics board to carry out a full face transplant. His team will select four adult patients (children cannot be selected due to concerns over consent), with operations being carried out at six month intervals. In March 2008, the treatment of 30-year-old neurofibromatosis victim Pascal Coler of France ended after having received what his doctors call the worlds first successful full face transplant.

Ethical concerns, psychological impact, problems relating to immunosuppression and consequences of technical failure have prevented teams from performing face transplant operations in the past, even though it has been technically possible to carry out such procedures for years.

Mr Iain Hutchison, of Barts and the London Hospital, warned of several problems with face transplants, such as blood vessels in the donated tissue clotting and immunosuppressants failing or increasing the patient’s risk of cancer. He also pointed out ethical issues with the fact that the procedure requires a “beating heart donor”. The transplant is carried out while the donor is brain dead, but still alive by use of a ventilator.

According to Stephen Wigmore, chair of British Transplantation Society’s ethics committee, it is unknown to what extent facial expressions will function in the long term. He said that it is not certain whether a patient could be left worse off in the case of a face transplant failing.

Mr Michael Earley, a member of the Royal College of Surgeon‘s facial transplantation working party, commented that if successful, the transplant would be “a major breakthrough in facial reconstruction” and “a major step forward for the facially disfigured.”

In Wednesday’s conference, Siemionow said “we know that there are so many patients there in their homes where they are hiding from society because they are afraid to walk to the grocery stores, they are afraid to go the the street.” “Our patient was called names and was humiliated. We very much hope that for this very special group of patients there is a hope that someday they will be able to go comfortably from their houses and enjoy the things we take for granted,” she added.

In response to the medical breakthrough, a British medical group led by Royal Free Hospital’s lead surgeon Dr Peter Butler, said they will finish the world’s first full face transplant within a year. “We hope to make an announcement about a full-face operation in the next 12 months. This latest operation shows how facial transplantation can help a particular group of the most severely facially injured people. These are people who would otherwise live a terrible twilight life, shut away from public gaze,” he said.
